The committee, as others would in the future, looked abroad, including to America, for examples of how television was being developed by international rivals (Briggs, 1965: 583). The development of television was not just a question of cultural production but industrial and technological developments and international rivalry; British television developments were seen as being as advanced as America's, and others in the field. The question was, How to keep this advantage? : 582-622). The BBe, a national public service broadcaster, was confirmed as the proper authority to develop and protect this new national resource in a similar way that it had for radio.
While generally, throughout the 1970s, lTV's income grew, it was a period of rising costs. Most of the country got caught in a spiral of high inflation, wage claims, strikes and then higher inflation; the situation was no different at lTV. Costs for all types of television production were rising at an alarming rate, not helped by the switch to colour production. At times the cost of production was actually increasing faster than advertising revenue. The cost of drama production between 1975 and 1979 trebled (Potter, 1990: 221).
If one looks at the number of American programmes mentioned, one notices, first, the absence of some prominent programmes and, secondly, that when they are noted in the index, the lack of multiple references. For example, M*A*S*H, Star Trek and Perry Mason, which were popular long-running shows in Britain, have only one reference each, often limited to one page only. : 416-37). If one actually looks at the coverage American programmes do receive in the text, they often appear only as name checks, as part of a programme list and, occasionally, for the more well-known works such as I Love Lucy, with small descriptions or anecdotes.
